JNPA and UPSIDA Sign MoU to Turn Lalitpur Pharma Park Into a Global Export Hub

In a move that could reshape pharmaceutical export logistics in northern India, the Jawaharlal Nehru Port Authority (JNPA) and the Uttar Pradesh State Industrial Development Authority (UPSIDA) have signed a landmark memorandum of understanding aimed at positioning the proposed Lalitpur Pharma Park as a world-class global export destination.

The MoU was formally signed by UPSIDA Chief Executive Officer Vijay Kiran Anand and JNPA Chairman Gaurav Dayal. The agreement is designed to create a seamless logistics corridor connecting the industrial heartland of northern India to international markets, according to an official statement released by UPSIDA.

At its core, the strategic partnership seeks to directly link the Lalitpur Pharma Park to global maritime trade routes — a development that officials describe as a transformative milestone in the region's industrial trajectory. The collaboration is expected to give pharmaceutical manufacturers based at the park direct access to some of the world's most active shipping lanes, dramatically improving their ability to compete in international markets.

Speaking about the significance of the agreement, UPSIDA CEO Vijay Kiran Anand underscored its alignment with the broader industrial vision championed by Uttar Pradesh Chief Minister Yogi Adityanath. He noted that the Lalitpur Pharma Park is a central pillar of the Chief Minister's ambition to establish Uttar Pradesh as a leading hub for healthcare and pharmaceutical manufacturing in India.

"By partnering with JNPA, we are enabling world-class logistics facilities for our investors. Integration with dedicated freight corridors will allow pharmaceutical manufacturers to access markets with unprecedented speed, significantly enhancing their global competitiveness," Anand said.

A key element of the agreement involves leveraging the Dadri-Khurja rail link to connect the Lalitpur cluster with both the Western Dedicated Freight Corridor (WDFC) and the Eastern Dedicated Freight Corridor (EDFC). Together, these infrastructure assets will form an advanced multi-modal rail network capable of transporting high-value pharmaceutical products efficiently, securely, and cost-effectively all the way to JNPA — India's largest and busiest container port, located in Navi Mumbai.

The partnership is also expected to provide a significant boost to export-import trade.



Specifically, it will support seamless logistics operations for both the import of pharmaceutical raw materials into the Lalitpur cluster and the export of finished pharmaceutical products to global buyers. The agreement includes provisions for technical and operational cooperation tailored to the specific and often complex logistics requirements of the pharmaceutical industry.

Beyond physical infrastructure, the collaboration aims to strengthen coordination among a wider ecosystem of stakeholders — including industry players, logistics service providers, and regulatory entities — with the goal of building a more efficient and competitive pharmaceutical supply chain. This integrated approach is expected to reduce turnaround times, lower costs, and improve reliability across the entire logistics value chain serving the Lalitpur Pharma Park.

Officials noted that the partnership represents a concrete and strategic step toward integrating Uttar Pradesh's rapidly expanding industrial base with India's national logistics infrastructure. In doing so, it is expected to meaningfully enhance the state's ease of doing business ecosystem, making Uttar Pradesh a more attractive destination for domestic and foreign investment in the pharmaceutical and healthcare sectors.

UPSIDA, which serves as the nodal agency for industrial infrastructure development across Uttar Pradesh, has been actively driving economic growth through the creation of specialised industrial clusters. The Lalitpur Pharma Park is among the most prominent of these initiatives, and the JNPA partnership marks a significant acceleration in its development timeline.

The Jawaharlal Nehru Port Authority has long been a cornerstone of India's maritime trade infrastructure. Commissioned in 1989 and situated in Navi Mumbai, JNPA currently handles approximately 50 percent of all containerised cargo moving through India's major ports. The port is connected to more than 200 ports worldwide and is supported by a robust network of rail and road connectivity, making it an ideal anchor partner for an export-oriented industrial initiative of this scale.

Strategically positioned along a major industrial corridor, the Lalitpur Pharma Park is set to gain comprehensive connectivity to global shipping routes through its integration with both the WDFC and EDFC via the Dadri-Khurja rail link. If successfully executed, this multi-modal logistics model could serve as a blueprint for connecting other inland industrial clusters in northern India to international markets through India's growing freight corridor network.
