The idea of GIFT City was born in 2007, a period when India was riding the wave of economic liberalisation. Recognising the need for a global financial hub within the country, then Chief Minister of Gujarat, Narendra Modi, envisioned GIFT City as a platform that would rival the likes of Dubai, Singapore, and London. The city was designed to serve as a business district capable of attracting international capital, hosting financial institutions, and catalysing innovation.
GIFT City gained further momentum when it was declared an IFSC in 2015 by the Government of India. This gave it a unique jurisdiction, where financial institutions could conduct offshore transactions in foreign currencies with relaxed regulatory frameworks, lower taxes, and simplified processes. The city represents a convergence of financial services, information technology, and smart infrastructure a combination rarely found in any other Indian urban centre.
An uncompromising adherence to sustainability and a commitment to revolutionise and redefine the global financial ecosystem laid the foundation of GIFT City. Inclusivity and a nurturing ecosystem for excellence are the pillars of GIFT City. It is the fruition of a vision to establish a global financial and technology hub.
India’s Economic Corridor to the Future
Today, GIFT City stands as a crucible of high finance, technology, and policy innovation. Located between Ahmedabad and Gandhinagar, it hosts global banks like JPMorgan Chase, Barclays, Deutsche Bank, and leading Indian institutions such as the State Bank of India and ICICI. It is also the home of India’s first International Bullion Exchange (IIBX), a step that positions India as a price-setter in the global gold trade.
What makes GIFT City exceptional is its integration of world-class infrastructure, digital connectivity, and sustainable urban planning. It is the only city in India to have a district cooling system, automated waste collection, and a seamless underground utility tunnel. These features not only make it future-ready but also a model for other Indian cities aiming for sustainable development.
GIFT CITY is the central pillar of the tri-city approach, located on the banks of the Sabarmati River between Ahmedabad and Gandhinagar, each 30 minutes away from each other. State-level policy interventions supporting GIFT City
Gujarat’s policy interventions extend beyond institutional design. The state has actively integrated GIFT City into its broader industrial and services strategy through several supporting measures:
· Land and Infrastructure Facilitation: The Gujarat Infrastructure Development Board (GIDB) and related agencies have implemented policies ensuring land allocation, project approvals, and utility connections are managed through a digital single-window system. This mechanism is specific to the GIFT region and reduces interdepartmental processing times.
· Ease of Doing Business Frameworks: GIFT City is aligned with the Gujarat Single Window Clearance Act, which provides statutory backing for time-bound approvals and coordinated licensing. Additionally, Gujarat’s implementation of the “Investor Facilitation Portal” integrates backend systems with GIFT City-specific processes to ensure consistency.
· Institutional Committees and Grievance Mechanisms: The state government has also established a GIFT City-level empowered committee to review regulatory issues, resolve administrative bottlenecks, and interpret policy directions in coordination with IFSCA and industry stakeholders.
These state-level mechanisms are critical because they embed GIFT City within the larger administrative structure of Gujarat’s industrial policy, rather than treating it as an isolated special zone.
Fiscal predictability and state-level incentives
While the central government governs core tax incentives under the SEZ Act including a 10-year tax holiday and zero-rated GST for select services the Gujarat Government has supported GIFT City’s fiscal architecture by waiving or subsidizing various state-level charges such as stamp duty, registration fees, and local levies.
Additionally, Gujarat has encouraged anchor financial institutions to locate in GIFT City through targeted engagement and memorandum-based facilitation. This has led to increased participation by domestic banks, foreign exchanges, fund managers, and insurance firms, supported by clear fiscal and compliance roadmaps.
These state-led measures reflect an understanding that ease of doing business is not solely dependent on central incentives but also on local administrative cooperation and regulatory interpretation.
Administrative simplification through the single-window system
A key component of Gujarat’s policy support to GIFT City is the implementation of an integrated single-window system for investor services. The platform facilitates the processing of approvals across departments covering land use, licensing, construction, environmental clearances, and utility connections with predefined timelines and escalation protocols.
The system has contributed to reduced project execution lags and has made the city comparatively more navigable for first-time investors. It also allows tracking of applications and ensures transparency across stages of approval, reinforcing predictability and reducing procedural ambiguity.
Sectoral diversification through state policies
Beyond core financial services, the Gujarat Government has introduced policies aimed at sectoral expansion within GIFT City:
· GCC Policy (2025–30): The Gujarat Global Capability Centre Policy provides operational and capital expenditure subsidies for firms setting up analytics, technology, and backend service units in GIFT City.
· Start-up and Fintech Engagement: Gujarat has extended its Start-up Policy to include GIFT-based fintech firms eligible for mentorship, market access support, and equity funding. These are aligned with the regulatory sandbox models established by IFSCA.
· Education and Talent Linkages: Coordination with Gujarat’s higher education institutions and skill universities is ongoing, with efforts to establish fintech-focused training centres and applied research programmes in proximity to GIFT.
These measures demonstrate the state’s long-term intent to transform GIFT City into an integrated economic cluster rather than a finance-only enclave.
Workforce, Urban Planning, and Long-Term Ecosystem Design
As a functioning international financial centre, GIFT City is increasingly expanding its focus beyond commercial and regulatory infrastructure toward broader ecosystem development. With a growing presence of financial institutions, fintech firms, and service centres, the emphasis has shifted to building out the surrounding urban environment in ways that support workforce retention, quality of life, and institutional continuity.
The Gujarat Government has recognized that ease of doing business is reinforced not only through regulatory clarity but also through the availability of adequate housing, healthcare, education, and transport for a diverse talent base. Planning efforts now include integration of residential zones, social amenities, and urban transit solutions in coordination with regional authorities and private developers.
This approach reflects a strategic view of urbanization one where spatial planning, human capital needs, and institutional governance are aligned to sustain the city’s role as a globally oriented business district. Ensuring that physical and policy infrastructure evolve in tandem remains central to GIFT City’s long-term operational and developmental vision.
Fueling the Dream of Viksit Bharat by 2047
The Government of India’s vision of a "Viksit Bharat" a developed India by 2047 encompasses robust infrastructure, high-income status, technological leadership, and inclusive economic growth. GIFT City directly feeds into this ambition. By attracting foreign investments, facilitating innovation in fintech, and becoming a global arbitration and financial dispute resolution centre, GIFT City can significantly boost India’s financial and economic stature.
Furthermore, the city aligns with national initiatives such as Atmanirbhar Bharat, Digital India, and Startup India. With dedicated zones for fintech incubators and the presence of regulatory bodies like the International Financial Services Centres Authority (IFSCA), GIFT City fosters a collaborative ecosystem where startups, banks, and regulators interact seamlessly a prerequisite for any country aspiring to be a global economic leader.
The Road Ahead
While GIFT City has achieved remarkable milestones in its short lifespan, the journey ahead is crucial. For it to truly become a global gateway, consistent policy support, global outreach, and infrastructural scalability will be essential. India must ensure that talent, capital, and innovation continue to flow into this unique urban nucleus.
By 2047, as the tricolour flies high across a developed, self-reliant, and technologically advanced India, GIFT City will likely stand as a glowing testament to visionary planning and economic foresight. It won’t just be a city of glass towers and financial transactions, but a living embodiment of India’s journey from aspiration to achievement.
