Russia Initiates First Coal Train Shipment to India via INSTC, Marking a Milestone in Trade Connectivity

In a historic move, Russia has sent two coal trains to India via the International North-South Transport Corridor (INSTC), as reported by the country's main railway company. The INSTC is a 7,200 km (4,500 mile) multimodal route connecting St. Petersburg to Mumbai via Iran, utilizing a network of railways, roads, and seaports. Russia has redirected its trade flows from Europe to Asia and the Middle East as a result of this move, which represents a fundamental change in the country's commercial strategy amid Western sanctions.

Importance of INSTC in the Trade
The growth of the INSTC is expected to completely transform India's trading environment, particularly through Iran's Chabahar Port. Due to the crisis in Ukraine, Russia is facing constraints on its sea trade; therefore, this corridor becomes more important strategically and economically and offers an alternative to China's Belt and Road Initiative.

The potential of the INSTC was recently increased when India took control of Chabahar Port for an initial 10-year period. This port is expected to revolutionize regional connectivity by providing a different route to Europe and facilitating efficient trade with Russia, Afghanistan, and Central Asia.

Experts in trade point out that the INSTC has the potential to lower trade costs and increase accessibility for India with Central Asia, Russia, Azerbaijan, and the Baltic and Nordic countries. Although the Suez waterway route handles a considerable amount of international traffic, it is still subject to disruptions, as seen by the 2021 blockage and subsequent conflicts that have affected the waterway. As such, the corridor is considered a feasible alternative.

Benefits to the Indian Trade

The Global Trade Research Initiative (GTRI) co-founder Ajay Srivastava, highlights the strategic benefit of the INSTC for Indian ports, including Kandla, JNPT, Mumbai, Mormugao, Cochin, and Mangalore. By utilizing Chabahar, these ports can gain access to Central Asia and Northern Europe through Iran and Russia, resulting in a 30% reduction in freight prices and a 45-day transit time.

According to Nisha Taneja of the Indian `Council for Research on International Economic Relations (ICRIER), industries that stand to gain a great deal from this path include energy, pharmaceuticals, IT, healthcare, agriculture, textiles, gems and jewelry.

The Perspective of Energy

India has been a major importer of coal from Russia because of the cheaper pricing during the conflict in Ukraine, particularly for the manufacture of steel and electricity. In 2023–24, Russia's imports of metallurgical coal increased to 15.1 million tons. Russia now supplies 21% of India's metallurgical coal imports, mostly due to economic benefits.

Analysts warn that if Russia levies an export tax on metallurgical coal and logistical expenses rise, these imports would decrease. The INSTC may also make it easier to import electricity from Central Asia, improving India's energy security by utilizing more affordable and dependable sources.
In terms of energy connectivity, Rajan Sudesh Ratna of the United Nations Economic and Social Commission for Asia and the Pacific (UNSCAP) emphasizes the INSTC's economic benefits. Because of its better accessibility and cheaper energy imports, Central Asia presents a competitive option that might save India a large amount of foreign cash and industrial costs.

With the potential to expand India's commercial reach and strengthen its economic resilience in the face of global uncertainties, the INSTC thus emerges as a critical geostrategic tool.
