Mexico’s military is spearheading the development of the Progreso Multimodal Cargo Terminal, working in partnership with port authorities, the state government, and the Maya Train project team, according to project coordinator Óscar David Lozano Vallejo. Operations are slated to begin in late 2026.
The terminal will be a key component of Mexico’s growing freight infrastructure, eventually connecting to the national railway network through the Maya Train. This connection will enable cargo to move seamlessly from Mexico’s northern border regions to Chetumal and Cancún in the south, Vallejo explained.
By 2030, the government aims to extend the rail network to Nogales, Sonora, a strategic point on the U.S.-Mexico border, coinciding with the end of President Claudia Sheinbaum’s six-year term.
Vallejo emphasized the project's commitment to both environmental protection and cultural preservation. The team is collaborating with the National Institute of Anthropology and History (INAH) to excavate and safeguard any archaeological finds discovered along the route.
Efforts are also underway to relocate trees and wildlife from construction zones to designated protected natural areas, minimizing ecological disruption.
The project faces complex terrain challenges, with over 15,000 cubic meters of material moved daily, Vallejo noted. Despite the difficulties, the project has the necessary resources, permits, personnel, and equipment in place to advance construction.
As of now, approximately 5% of the project is complete, with acceleration expected once archaeological work by INAH concludes.
The Progreso terminal is envisioned as a key node in Mexico’s strategy to modernize its freight and logistics network, while balancing growth with conservation and heritage protection.
