As part of the plan, the state will set up a port or fishing harbor every 50 kilometres. This is expected to boost economic growth, create jobs, and improve infrastructure along the coast, according to a PTI report.
“We have created a clear plan to build a port-based economy using our long coastline,” said Naidu in a press statement.
A major part of this plan is the creation of a Ship Building and Repair Cluster at Dugarajapatnam in Nellore district, a commitment made during the time of Andhra Pradesh’s bifurcation. The project will be spread over 2,000 acres- 1,000 acres for core shipbuilding and the rest for supporting industries.
The project includes setting up a new greenfield port linked to the shipbuilding cluster, with facilities like four dry docks, outfitting jetties, and a ship-lift system. The central government will invest around ₹3,500 crore, while the state will provide land as its share.

A Special Purpose Vehicle (SPV) will be formed to attract global companies to invest in the shipbuilding sector.
This project is expected to bring in ₹26,000 crore in investments, create 5,000 direct jobs and 30,000 indirect jobs.
Chief Minister Naidu has asked officials to prepare a detailed action plan to implement the project quickly and ensure it is completed on time. He also highlighted the need to increase cargo traffic through Visakhapatnam Port, calling it key to the state's economic future.
