In a significant stride towards making India a global logistics hub, the Ministry of Commerce and Industry unveiled the Logistics Ease Across Different States (LEADS) 2024 report in New Delhi. Union Minister Shri Piyush Goyal, while presenting the report, emphasized the urgent need for states and the private sector to collaborate on actionable logistics plans. He urged stakeholders to focus on green logistics, gender inclusivity, skill development, and cuttingedge technologies like AI, Machine Learning, and Data Analytics to drive India’s logistics future.
A Vision for Viksit Bharat 2047
Shri Goyal highlighted that robust logistics systems are pivotal for India’s exponential economic growth. The Minister urged states to leverage PublicPrivate Partnerships (PPPs), establish multimodal logistics hubs, and adopt the LEAD framework—Longevity, Efficiency, Accessibility, and Digitalization—to transform the sector. With an eye on a Viksit Bharat by 2047, he called for enhanced transparency in land allocation and infrastructure development.

Empowering the Sector with PM GatiShakti
Shri Goyal also launched the PM GatiShakti Course, a 15hour program designed to enhance infrastructure planning and development. The course, hosted on iGOT Karmayogi and UGC SWAYAM, aims to build a skilled workforce ready to tackle future logistics challenges.
Additionally, a Logistics Cost Framework Report by NCAER was unveiled, providing a hybrid methodology to assess logistics costs in India. Developed with inputs from NITI Aayog, central ministries, and industry stakeholders, the framework offers datadriven insights into reducing logistics costs for both domestic and EXIM cargo.
The Journey of LEADS: From Concept to Success
First launched in 2018 in collaboration with Deloitte, the LEADS initiative was inspired by the World Bank’s Logistics Performance Index (LPI). Over the years, it has evolved into a benchmark for states to enhance their logistics ecosystem. By fostering healthy competition, LEADS has become a critical tool for policymakers, industry leaders, and researchers to drive reforms in India's logistics sector.
A Bright Road Ahead
LEADS 2024 underscores India’s ambition to become a global logistics powerhouse. With an actionable roadmap in place, state level reforms, and greater industry collaboration, India is well on its way to achieving its logistics excellence goals. As Shri Goyal aptly put it, “Logistics should look at exponential growth for India to grow rapidly.”
