In a landmark moment for River-Cade and maritime tradition, Lieutenant Commanders Dilna K and Roopa A of the Indian Navy have been named as the Port Admiral and Commodore for the 2025-2026 River-Cade season. This appointment marks the first time in the festival’s history that both roles will be held simultaneously by women, a significant stride toward gender representation in ceremonial naval leadership.
The announcement was made earlier this week by the River-Cade Executive Committee, who praised the duo’s extraordinary accomplishments and global recognition.
Lt. Commanders Dilna and Roopa rose to international prominence earlier this year after completing Navika Sagar Parikrama II, a daring, double-handed global circumnavigation aboard INSV Tarini. The expedition spanned over 21,600 nautical miles, stopping in Fremantle (Australia), Lyttelton (New Zealand), Port Stanley (Falkland Islands), and Cape Town (South Africa), before returning to Goa, India, in May 2025. The eight-month voyage not only tested their seamanship and endurance but also highlighted the expanding role of women in naval operations.
“We are honored to welcome such trailblazers to lead this year’s River-Cade,” said River-Cade Chairperson Emily Carlson. “Their achievements at sea and their leadership qualities are an inspiration to us all.”
As Port Admiral and Commodore, Dilna and Roopa will preside over River-Cade’s ceremonial functions, parades, and maritime-themed programming. Their presence is expected to elevate the event's international profile and reinforce its commitment to diversity and excellence.
River-Cade, now in its 68th year, is one of the Midwest’s most beloved summer festivals, celebrating Sioux City’s river heritage with a blend of tradition, community engagement, and nautical symbolism.
For the first time, the upcoming season will also include a series of public talks, leadership workshops, and maritime-themed exhibitions inspired by the officers’ global voyage.
“This moment is not just about us,” Lt. Commander Dilna K said in a statement. “It’s about every woman who dares to dream of commanding the seas—or leading in any field.”
River-Cade 2025–2026 is set to begin in late July, with opening ceremonies scheduled for July 27.
