Indian Railways Launches Rail Parcel App to Transform Freight and Last-Mile Logistics

The Ministry of Railways has unveiled an ambitious initiative designed to revolutionize freight efficiency, strengthen regional connectivity, and bolster first-and-last-mile logistics capabilities across India. Central to this transformation is the introduction of the 'Rail Parcel' app, currently being tested in pilot mode to optimize logistics operations.

This strategic overhaul also encompasses the expanded deployment of the Joint Parcel Product – Rapid Cargo Service (JPP-RCS), supported by significant capital investments in terminal infrastructure throughout the country.

Gati Shakti Policy Drives Infrastructure Expansion

To strengthen freight handling capacity at rail terminals, Indian Railways has adopted a two-pronged approach. The strategy focuses on encouraging the development of state-of-the-art rail freight terminals through the Gati Shakti Multi-Modal Cargo Terminal (GCT) policy while simultaneously modernizing existing facilities at railway-operated goods sheds.

As of early March, Indian Railways has successfully commissioned 128 GCTs nationwide. Furthermore, the railway network has received approvals for an additional 288 GCTs, signaling a major expansion of freight infrastructure across the country.

Major Investment Boost for Terminal Facilities

In a move to elevate customer experience at goods and parcel terminals nationwide, the government has committed Rs. 14,500 crore for infrastructure improvements spanning the financial years 2023-24, 2024-25, and 2025-26. This substantial financial allocation is specifically directed toward upgrading service quality and enhancing facilities across these critical logistics hubs.



CONCOR Partnership Strengthens Door-to-Door Services

CONCOR, operating as a public sector enterprise under the Ministry of Railways, has been instrumental in enabling Door-to-Door parcel services through the JPP-RCS framework. The company is currently focusing on key routes connecting Delhi-Kolkata and Mumbai-Kolkata. In parallel, a pilot initiative is being conducted at the Sonik Goods shed to test and refine Door-to-Door logistics solutions.

India Post Collaboration Powers Joint Parcel Product

The Joint Parcel Product (JPP) initiative represents a strategic partnership between Indian Railways and India Post, launched in 2022 to serve both business-to-customer (B2C) and business-to-business (B2B) segments. This collaborative program specifically targets the e-Commerce and MSME sectors, providing cost-effective pricing structures for parcels weighing between 35 kilograms and 100 kilograms. The operational model leverages India Post's expertise in First & Last Mile delivery services, while Indian Railways provides efficient Middle Mile transportation infrastructure.

JPP-RCS Expansion Generates Substantial Revenue

Building on insights gained from the initial pilot program, the JPP scheme has been opened to additional parcel aggregators and rebranded as the Joint Parcel Product – Rapid Cargo Service (JPP-RCS). The platform enables online booking through empanelled parcel aggregators using the "Virtual Aggregation Platform" developed by Indian Railways. Currently, seven pairs of scheduled services are operational between specific locations, with routes determined by market demand and operational feasibility. The revenue generated from JPP-RCS operations through February 2026 has reached approximately Rs 56 crore.

Rail Parcel App Pilot Launches Across South Central Railway

A comprehensive pilot project featuring an "App-Based Platform" for railway parcel logistics was officially inaugurated by the South Central Railway on February 25, with a planned duration of one year. This innovative initiative delivers Door-to-Door parcel services in partnership with established logistics service providers. The "Rail Parcel" integrated application functions as a digital marketplace, enabling selected logistics partners to provide a comprehensive suite of services including first-mile pickup, last-mile delivery, and value-added services such as specialized packaging. Indian Railways manages the mid-mile transportation component through its extensive rail network.

Multi-City Rollout Covers Major Urban Centers

The Rail Parcel app project is currently being implemented across seventeen stations spanning seven major cities: Hyderabad, Vishakhapatnam, Vijayawada, Guntur, Rajahmundry, Bengaluru, and Chennai. Three private logistics partners have already come onboard following a competitive Expression of Interest process. Business Development units across all Railway Divisions have received directives to actively engage with various stakeholders, assess traffic patterns, and evaluate the preparedness of logistics service providers to deliver effective first and last-mile services.
