EU Poised to Curb China’s Access to Medical Device Procurement

In a pivotal move in procurement and supply chain management, the European Union is set to restrict Chinese medical device manufacturers from accessing public procurement contracts across the bloc. The proposed measure expected to be voted on by EU member states as early as Monday marks the first use of the International Procurement Instrument, a 2022 law aimed at ensuring reciprocal access to global procurement markets.

This shift is a major development in the procurement supply chain and logistics ecosystem, particularly in the healthcare sector. The EU's investigation, launched in April last year, found that China had created discriminatory barriers against foreign medical device companies. With negotiations failing, the bloc is now moving forward with regulatory action.

China's tightening of local procurement rules has dramatically altered trade dynamics. In just one year, China flipped a €1.3 billion trade deficit in medical devices (2019) into a €5.2 billion surplus (2020), according to an EU report. While the goal isn't to undo this trade shift, the EU seeks a level playing field for fair competition.

For procurement supply chain analysts and global trade observers, this case illustrates the increasing intersection of procurement and supply chain management with geopolitical strategies. It also highlights the difference between procurement and supply chain management where procurement deals with sourcing policies, while supply chain management encompasses the broader logistics and coordination of goods.

As the EU and China recalibrate their economic ties, this decision could redefine standards for procurement supply chain awards, transparency, and compliance across international markets.
